The importance of mastery in policymaking

Policy must very seriously ask itself whether the former idea of treating integration policy and migration policy as strictly separable matters is still tenable? Evidently, there are points where the two issues should be kept apart, but more than before, there is an overlap in terms of consequences. If integration aims at social cohesion, then a government must clearly demonstrate that it controls and channels the arrival of new migrants. This affects the acceptance of migration and hence inclusion.

Is this a hopelessly difficult policy task? Not at all. It is a matter of setting the right emphases, in terms of content and in terms of form….
